Housing is not a human right in Indiana.
KC Tenants went from a small, grassroots organizer for tenant rights to a player in Kansas City, Missouri politics. Fran Quigley writes, “They have won ballot measures for affordable housing, shut down eviction courts, and have been featured in the New York Times (“The Rent Revolution is Coming,”) NPR, and other national media.”
Author Gregg Colburn presented some of his data to an audience in Indianapolis October 6, 2023. Homelessness is not a mental health issue, not an addictions issues, not primarily in sun belt states… cities with high levels of homelessness have low inventories of affordable housing.
Indiana is one of only six states that don't allow tenants to use their rent as leverage to make landlords comply with their lease. Stories of people living in inhabitable housing - no heat, rats, mold infestation, doors and windows that don't lock - are common. In other states, tenants withhold or escrow their rent to force landlords to make repairs. Escrow allows a tenant to pay their rent to the courts, who hold on to it until and unless repairs are made. We need rent escrow in Indiana. We need tenants to have some recourse.
Help us get the word out by supporting the creation of a documentary showing the deplorable conditions some tenants deal with. We need to show how bad actor landlords are taking advantage of Hoosiers by knowingly operating in a state that doesn't hold them accountable.
